Normal LTCF Aplication Process?

I have a question, I submit the application and wait 5 minutes and then take a picture. It is assumed, and I read that in Berks County, Pennsylvania LTCF to be delivered the same day, I pay $ 20.00 in cash, but did not give me any proof or evidence of payment. The officer told me to wait two weeks the answer because they had a lot of Applications. This was in the sheriff's office in the Reading Airport. This process is normal? Thanks for your help and im sorry for my English.

surprise to me, at the door of my house and I find a letter from the sherrif and opening the envelope inside it was my LTCF, permission and ready with my picture and all, I have to go pick up anything. 6 days for approve.

My mailbox is my front door, it has space at the bottom. if they put the letter in the space that my door has at the bottom it automatically enter's my living room.

A friend went to one of Berks County's remote issue locations and they took his picture and told him 2-3 weeks he will receive it in the mail. I went to the airport and the system crashed after turning in my app. 3 days later when the system came back online, the deputy called, I went back, had my picture taken, and was out with the permit in 5 minutes.
